Even if you want to troubleshoot IPSec, you want to first ensure that no policy is in effect and then assign the policy you want to troubleshoot. For the tests in this section, it is best to unassign the policy and then reboot the server. To unassign a policy, simply right-click the assigned policy and select Unassign. This action ensures that you are troubleshooting the policy you think you are. If you have not rebooted, purge the Kerberos ticket cache and log on again. If you are going to troubleshoot Kerberos, shut down the server. Start the network cap ture on the DC and then reboot the server.

Do not perform these tasks when troubleshooting in the real world unless you know that you will not destroy data and you will not interrupt critical transactions by doing so. The recommendations here will, however, give you less data to pore through, and

As with nearly every other element in Windows, users and computers need permissions to access a GPO. By default, GPOs grant the Allow Read permission to the Authenticated Users special identity, which is sufficient for normal circumstances. However, modifying the permissions on a GPO could prevent workstations from receiving settings from it. To check the permissions on a GPO, open it in the Group Policy Management Editor console, right-click the GPO at the root of the console, open its Properties sheet, and click the Security tab.
